Here is an interesting idea out of Connecticut. An economist/entrepreneur is promoting the idea of energy improvement districts.
As we move toward more distributed power generation, this idea makes sense. A group of businesses join together to aggregate demand and provide the foundation for their own power systems. Read more. My guess: the biggest challenge is likely to be modernizing state utility regulations to accommodate this type of innovation.
