Here's a good profile of a succesful incubator in Howard County, Maryland.
A couple of intersting points:
First, a recent National Business Incubation Association survey found that nationally 87% of companies that have participated in an incubation process are still operating successfully five years after graduation. In addition, 84% of incubator graduates stay in their communities.
Second, the NeoTech incubator is part of a broader effort to build an entrepreneurship and innovation network in the county. It is not a "stand-alone" project.

One other point: the prevaling approach (paradigm, if you like) in economic development is shifting from competition to collaboration. There are a lot of reaasons underlying this shift, but here's the important insight: You, your community, and your region will do better by collaborating and sharing information.
