Redeveloping older areas is more complicated for developers, even though it makes more sense from a regional viewpoint. Infrastructure is already in place. In contrast, sprawl development typically requires major new investments in water, sewer, utilities, schools, and public safety.

Nashville is moving toward a more aggressive plan to provide developers with incentives to redevelop older properties. The incentives will include more flexibility with requirements involving parking and floor-area ratios, the elimination of density restrictions, and streamlined administrative procedures for variances.
