Mayor Ray Nagin’s Bring New Orleans Back Commission released its recommendations yesterday, and not surprisingly, not everyone is happy. Facing the financial realities of rebuilding the city, the Commission's Urban Urban Planning Committee report — titled “Action Plan for New Orleans: The New American City” -- drew heavy criticism from residents.
