he Department of Labor (DOL) has launched one of the most innovative regional economic development initiatives in a generation: Workforce Investment in Regional Economic Development (WIRED).
So far, DOL has awarded 39 WIRED grants in three rounds. These grants are all highly competitive.

Some Background on EDPro Weblog

One other point: the prevaling approach (paradigm, if you like) in economic development is shifting from competition to collaboration.
