Strategy for Cowley County, KS

Cowley County, Kansas (pop:35,000) has been working on a new strategic plan. Here's an article that explains the process. Read more. The county seat is Winfield (pop: 12,000), about fifty miles southeast of Wichita. The county has been gradually losing population.

You can learn more about their process from the project web site. I particularly like the way the plan is organized with a focus on action and responsible parties. Not the flashiest, the plan focuses on critical next steps.

The best way to learn about strategic planning is to review what others are doing. There's no one right way. The best approach is to borrow ideas from other EDPros.
