Although I have no statistics to back this up, it seems to me that incubators are becoming a much more popular strategy for local economic developers. Here are two examples. In Melbourne, Florida, six tenants landed in a new incubator in the first month. Read more.
In Owensboro, Kentucky, the Greater Owensboro Economic Development Corp. will be opening an Emerging Venture Center of Innovation this fall. Read more.

Some Background on EDPro Weblog

One other point: the prevaling approach (paradigm, if you like) in economic development is shifting from competition to collaboration.
