New York's Upstate Now plan

Governor Spitzer in New York has vowed to place more emphasis on revitalizing the economy of the upstate New York counties.

In May, legislation passed the state Senate, which calls for an investment of $3.7 billion in economic development initiatives over the next three years. The plan is still in its early stages, and enactment won't happen before next year. Here's an update. Read more.
